There are many higher institution of learning in Malta among which are five approved international and one indigenous universities.
All the universities in Malta are run according to European universities quality assurance standard and regulation and their programs are strictly designed to follow European Credit Transfer System (ECTS). They all run their programmes using English language as medium of instruction.
But is there any university in Malta that give admission to international students without asking for English proficiency test certificate? The answer is No.
The point here, is that while you might not be able to present an International English Language Testing System (IELTS) certificate, you must be able to present another recognized English proficiency test certificate to be considered for admission at any of the existing universities in Malta.

English Proficiency Preparatory Class
Another option, especially for the international students whose performance in English proficiency test is low or who cannot present any of the English proficiency test certificates is to register for a pre-session English preparatory class with one of the universities in Malta
This classes are designed to improve the English proficiency of a student from countries which does not speak English as first or second language and thereby unable to pass or present any of the English proficiency test certificates.
The programs are run before the commencement of academic session, so that any students who pass the training can proceed to start his/her career program when session starts.
The duration of the program depends on each student ability to quickly learn.
Students from Countries where English Language is widely spoken could be exempted from presenting an English proficiency test certificate especially if their education system use English language as medium of instruction. Also, those who has completed courses which were done with English as medium of instruction will be assumed to be English proficient.
